The Center for research and educational and cultural promotion CIPEC was founded in 1962 with the aim to offer training courses related with the shoe industry, as well as with construction themes: metalwork, woodwork and electricity.The complex is formed by training spaces, daycare center, multipurpose auditorium, secondary and high school, cafeteria, sport areas and parking space. The building is located in the neighborhood of Villas de San Juan, towards the west of Leon, and has a maximum capacity of 650 students.
